The question of how best to resolve the unfavorable political situation in Kurdistan Region-Iraq has been consuming my time for a long time. The issue of kleptocracy, which refers to dishonest politicians who profit covertly from private subsidies, bribes, and payments to lobbyists and businesses, or who only use public funds to enrich themselves and their allies, has long plagued our nation, as well as the touch of hereditary feudalism, a middle-age system where people were tenants of the nobles and the nobles held land in exchange for their military service, and peasants were forced to live on their land and provide labor, respect, and a portion of the crop to their nobles in exchange for military protection, and that power remained from the dominant person to his relatives.
Underestimating life and making the wrong investment in an uncertain future have become commonplace views in a society where people's cognitive abilities are severely lacking and they are constantly preoccupied with trivial matters. If the aforementioned reality is achieved by democracy, it is far preferable to not apply it than to do so. One such instance is Hamas, which emerged as the democratic force of Gaza in 2005 and escalated to the position of absolute dictatorship in 2007, all the while wreaking havoc on the Gazan people by selling war to the lovely daughter of the West, Israel.
I'm an engineer, so I prefer not to put so much emphasis on the impractical aspects of playing with political correctness as much as I am inclined towards developing a more practical solution. As soon as I identify the problem, I start looking for a solution. I know my solution isn't as analytical as it would be for a geometric problem, but most engineers are pragmatic people. It's a great idea to address this issue in a way that goes beyond the rhetoric, the poetry, and fantasy.
So what is the solution?
In my humble opinion, with our current mentality, the implementation of democracy in Iraq in general and in Kurdistan in particular will lead to great disaster. Therefore, the solution is to limit democracy to people who have the ability to think correctly and have a treasure trove of scientific, historical, and political knowledge. It is not a new form of elitism as much as I call it Democracy 4.0. Democracy 4.0 is a new form of democracy based on artificial intelligence. It is trained on thousands of forms of governance that take into account the context of nations, their religion, history, and culture. That new system of democracy cannot be cheated. Boxes are smart, and your answer will differ greatly from mine. It should no longer be yes or no. That yes and no is very simple and actually a mockery of the human brain. On the same time, this is a call for technology folks to develop an algorithm that encompasses the best form of this form of democracy.
Metaphorically, out of the 2.5 million voters in the Kurdistan Region, if 5,000 capable and intelligent voters can pass the eligibility test, it is 5 million times better than steering the Kurdistan Region towards another Gaza. People in Iraq and the Middle East must understand that they are not always suitable to vote. Whether they like it or not, they must pass the test and then vote. SORRY!

لە کۆمەڵگەیەک کە ئاستی مەعریفی زۆر لاوازە و هەمیشە خەریکی ورگ و شەهەواتی ترە، دیدگایەکی زۆر ڕەشبینی پەرەپیداوە لە بەسووک سەیرکردنی ژیان و وەبەرهێنانی هەڵە بۆ دوارۆژێکی نادیار، جێبەجێکردنی دیموکراسی بەو شێوە نمونەییەی کە لە وڵاتێکی وەک نەرویج یان فلەندا هەیە، سیستەمێک دەهێنیتە کایەوە کە گوزارشت لەو واقعەی سەرەوە دەکات و جێبەجێ نەکردنی زۆر باشترە لە جیىەجێکردنی. نمونەی حەماس کە بەدیموکراسی هاتە سەر حوکم لەساڵی ٢٠٠٥ و بوون بە دیکتاتۆری ژمارە یەک لە ٢٠٠٧ و دواتر ئەو هەموو ئافاتەی کەبەسەر گەلی غەززەی هێنا لەسەرکێشی و شەڕفرۆشتن بە کچی بەنازی رۆژئاوا (ئیسرائیل)، کۆتاییەکەی خاپورکردنی بنج و بنەوانی کەیسێکی عادلانەیە و دیاریەکی زۆر بەنرخە بۆ سوریا و ئێران.
وەک ئەندازیارەک، زۆر حەز بەدرێژەدابڕی ناکەم. کە زانیم کێشەکە چیە، یەکسەر بەدوای چارەسەرێک دەگەرێم. لەوانەیە چارەسەری من وەک شیکاری پرسیارێکی ئەندازەیی نەبێت، بەڵام ئێمەی کۆمەڵگەی ئەندازیارەکان زۆربەمان پراگماتیکین. ئەوەش خاڵیکی زۆر باشە بۆ وروژاندنی چارەسەرێکی دوور لە میسالیەت و قسە نەستەقەکانی کۆمەڵگەی شاعیر و خەیال دۆستەکان.
کەواتە چارەسەر چیە؟
بەڕای من؛ بەو عەقلەیەتەی ئێستامان، جێبەجێکردنی دیموکراسیەت لە عیراق بە گشتی و لە کوردستان بەتایبەتی کارەساتی گەورە بەدوای خۆیدا دەهێنێت. بۆیە چارەسەر بریتیە لە سنوردارکردنی دیموکراسیەت بەخەڵکانێک کە توانای بیرکردنەوەی دروستیان هەبیت و خاوەنی گەنجینەیەک لە معرفەی زانستی و مێژوویی و سیاسی بن. ئەوە فۆرمیکی نوێی ئیلیتزم نیە ئەوەندەی من ناوی دەنێم دیموکراسی ٤. دیموکراسی ٤، فۆرمیکی نوێی دیموکراسیە کەبنەچەکەی زیرەکی دەستکردە. ئەو سیستەمە را‌هێنانی لەسەر هەزارەها فۆرمی حوکمرانی پێکراوە کە ڕەچاوی کۆنتێکستی میللەتەکان و دیانەتیان و مێژوویان و کەلتوریان دەکات. ئەو سیستەمە نوێیەی دیموکراسی فێڵی لێناکرێت. سندوقەکان زیرەکن و وەڵامی تۆ لەگەڵ وەڵامی من جیاوازی زۆری دەبێت. چیتر نابێت بەڵێ و نەخێر نیە. ئەو بەڵێ و نەخێرە زۆر سادەیە و لەراستیدا گاڵتەیە بە مێشکی مرۆڤ.
لە کۆتایدا لەکۆی ٢،٥ ملیۆن دەنگدەری هەرێمی کوردستان، ئەگەر ٥٠٠٠ دەنگدەری ژیر بتوانێت لە تاقیکردنەوەی گونجاوی بۆ دەنگدان دەربچیت، ٥ ملیۆن جار باشترە لەوەی کوردستان وەک غەززەی لێبێت. خەڵک دەبێت لەو راستیە تێبگات کەوا هەمیشە گونجاو نین بۆ دەنگدان. پێیان خۆش بێت یاخود نا، دەبێت لە تاقیکردنەوە دەربچن ئەوجا دەنگ بدەن.
